problema creazione tabella

mi chiedo: come mai la $riga1 non viene stampata?

Evidentemente lo script va in errore prima.

togli or die da mysql_fetch_array, e poi verifica che stia entrando in quel ciclo, magari semplicemente la query non restituisce risultati e quindi echo $riga non viene mai eseguito
