se faccio doppio click su di un file immagine mi esce questo errore
da cosa dipende?

Probabailmente il programma utilizzato per aprire quel file immagine non è completo (manca qualche dll) o non è il più adatto...
non puoi provare ad aprirlo con qualche altro programma?

SUMMARY
In Microsoft Windows Millennium Edition (Me), you can view multiple file formats (for example, files with .bmp, .dib, .emf, .gif, .jpeg, .png, .tif or .wmf extensions) with Image Preview, a new shell feature in Windows Me.

MORE INFORMATION
To open an image in Image Preview, right-click the image that you want to preview and click either Open, Open With or Image Preview. If the image is too large, Image Preview scales the image down to fit in the size of the window.

The following options are included with Image Preview:

a) Zoom
b) Show as Actual Size
c) Best Fit
d) Print Image
e) Rotate Image

NOTE: Image Preview cannot rotate certain file types.

The Image Preview feature is located in the Shimgvw.dll file. To load the file into your computer system, type the following at a command prompt:

rundll32.exe c:\windows\system\shimgvw.dll,ImageView_Fullscreen

(note that this command is case sensitive)


Image Preview is supported in the registry in the following key:

HKEY_CLASSES_ROOT\Applications\Shimgvw.dll

To resolve any issues with this key, delete the key and reregister the
Shimgvw.dll file. To do this, type the following at a command prompt: regsvr32 shimgvw.dll

The My Pictures folder in My Documents and the My Pictures screensaver use the Image Preview feature.

Hai provato a vedere se vi è una corrispondenza di percorso nel tuo s.o. ?

lo trovo in c:\winnt|system32

Allora prova a digitare su "Esegui" la stringa
rundll32.exe con la dovuta modifica del percorso.

e in allegato il messaggio
