DLL non registrata?

Comesempre premetto che so poco nulla di ASP.

Mi hanno spostato un sito da WIN2000 a WIN2003.

una pagina da questo errore:

aspSmartUpload error '800a0035' 

File not found: aspsmartuploadutil.dll 

/admin/upload.asp, line 59

il codice della pagina è il seguente:

58) Set mySmartUpload = Server.CreateObject("aspSmartUpload.SmartUpload")
59) mySmartUpload.Upload

avevo chiesto agli amministratori del server di registrare la DLL.

Questo errore è dovuto dal fatto con non l'hanno registrata?

in pratica queste sono le cause:
