redirect e contatore

ciao a tutti ho un problema con questo codice

in effetti quando i campi nella index sono vuoti dovrei giungere a questa pagina ma non accade, continuo a rimanere nella index.
Se, invece, cancello il contatore e redirect passo dalla index alla pagina attuale. C'è qualcuno che mi può dare un suggerimento?GRAZIE
