No, devi partizionare e poi formattare, o formattare senza fare più partizioni...sono cose diverse che poni a seconda delle tue esigenze.
Formattare a basso livello è un processo più lento, ma che pulisce meglio la superficie del tuo HD.

si ma se esegui il processo partizione e poi formattazione, il file system viene impostato nella prima o nella seconda?
Dipende da quello che usi per formattare o partizionare;con il boot di 98 puoi solo in fat32, con nt40 e successivi anche in ntfs.
