Come faccio con questo doctype

Io ho fatto così

dove nel css ho:

	width: 100%;
	height: 100%;
}
In html 4.01 funziona: cioè mi fa una tabella w:100% h:100%. Con questo doctype no. Come faccio a fare una cosa analoga?
In larghezza va, ma in altezza no (sia su IE sia su Firefox)
