Mi permetto di contraddirti, magari defrag funziona ma nel pacchetto xfsdump che contiene le utilities per la gestione del FS c'è xfs_fsr che è il tool di defrag di XFS.
Anche io ho trovato xfs_fsr e la pagina man parla proprio di deframmentazione. Non ho provato apt-get install defrag, su packages.debian.org risulta come pacchetto fino alla stable, testing esclusa. In particolare il sito dice:

As a file system is used, data tends to become more and more scattered across the disk, degrading performance. A disk defragmenter simply re-organises the data on the disk, so that individual files occupy a single sequential set of disk blocks, and all the free space on the disk is collected together in a single region. This generally means that reading a whole file is faster, and disk accesses in general are more efficient.

P.S. Sulla testing posso installare un pacchetto compilato per la stable (e viceversa), magari con dpkg -i?
