[WIN XP SP3] Il Ripristino della configurazione di sistema non si avvia

ho fatto un altro tentativo provando ad utilizzare un altro gestore dei ripristini di windows.
avevo intenzione di riportare il computer ad una data in cui funzionava il ripristino della configurazione di sistema.
ho scaricato questo programma http://www.softpedia.com/get/System/...-Manager.shtml

ma neppure questo si avvia.
mi esce il seguente messaggio di errore (vedi immagine)

dove nei dettagli ci sono le seguenti scritte:

Per attivare il debug JIT, è necessario impostare il valore
jitDebugging nella sezione system.windows.forms del file di configurazione
dell'applicazione o del computer (machine.config).
L'applicazione inoltre deve essere compilata con il debug
attivato.

Ad esempio:

Quando il debug JIT è attivato, tutte le eccezioni non gestite
vengono inviate al debugger JIT registrato nel computer,
anziché essere gestite da questa finestra di dialogo.
