E` un po' fuori tema per questo forum. Se cerchi uno script ti sposto in scripting, altrimenti in HTML.

Comunque nel tag form c'e` l'attributo target, quindi:
<form ... action="..." target="_new">

puoi anche mettere target="_blanck" (forse si scrive blank ?) oppure un altro nome (che diventa il nome della finestra).
