prova con il regedit:
HKEY_CURRENT_USER >> Software >>Microsoft>>Internet Explorer >>Main

ora se non c'è aggiungi la chiave Start Page (tipo REG_SZ)e gli dai come valore l'url che vuoi impostare come home page
se c'è edita il valore prova e fammi sapere
