Anzitutto una considerazione.
Navigator (inteso come NN4) non supporta i CSS se non in minima parte.
Netscape 7 invece li supporta piuttosto bene.

Tanto bene che non li vede, visto che non hai settato le proprieta`.
Direi che i browser seri vedono un bel CSS vuoto

Prova ad usare i corretti attributi CSS:
clear: both;
background:#f4f4f4 url(../images/down.gif) no-repeat center top;
padding-right: 0px;
....
