It's just the actual configuration file that's encrypted, not the graphics themselves. So if you copy and rename the .DAT files in the CustomEmoticons to either .PNG (static) or .GIF (animated), you can manually readd them. I realize that's a lot of work, but it may be your only option.
Also, as a tip, to identify which is static or animated, open up an Internet Explorer window and drag the .DAT files into the IE window. IE will render the emoticon and you can see immediately what it is.
