Detta con l'accetta: %userprofile%\desktop è il termine generico per definire il percorso del desktop dell'utente...visto che il programma in fase di installazione non sa come si chiamerà l'utente, usa un termine jolly.
Detto questo sarebbe utile capire perchè di questo errore...presumo che tenti di aprire un collegamento sul dektop all'eseguibile del programma, ma che per qualche motivo non riesca.
