Errore 405 - metodo non consentito

Buongiorno,
premetto che sono un neofita di HTML.
Ho creato nel mio sito un modulo di "checkbox" per accettare le condizioni prima di poter scaricare un file.
Questo è il link del checkbox:
http://www.tuttomoduli.it/contratto-...abitativo.html

Se si accettano le condizioni mettendo il flag, il codice dovrebbe far puntare ad un file caricato sul sito e permettere lo scaricamento ( in questo caso il file si chiama, per prova "index.html".

Però mi da l'errore descritto qui sotto:

Non riesco proprio a risolvere il problema. Chi mi puo' aiutare ?

che alternativa posso usare per ottenere lo stesso risultato?

( Cioè obbligare il click su un flag prima di scaricare un file ? )

flag a parte... devi farlo scaricare o visualizzare?
se chiedo il file index.html vengo dirottato su index.html#.UeZ7y9JM_Ew
come funziona la faccenda?

In realtà al posto del file "index.htm", che ho messo per fare delle prove, dovrebbe esserci il file del modello da scaricare ad. es. "contratto.doc".
Vorrei che consenta il download solo dopo aver accettato le condizioni.
Però potrebbe andare bene anche visualizzare il file. Poi chi è interessato lo salva ( come si fa con i pdf ).
L'importante è che riesco a fare accettare la condizione e consentire il download.
