Hai effettivamente un rwin basso (17520) x una mega, portalo a 256960 o a 64240 con drtcp seguendo la guida Fivendra:

Dal tuo test vedi che hai la banda limitata:
Your RcvWindow limits you to: 700.8 kbps (87.6 KBytes/s) @ 200ms
Your RcvWindow limits you to: 280.32 kbps (35.04 KBytes/s) @ 500ms
Limitata a 87,6 KBps se trovi un sito con una latenza media di 200ms, a velocità inferiore se la latenza è maggiore (siti lontani)!!

Lo esegui, ci spari 256960 nella casella "TCP receive window" in alto a sx, salvi, riavvii e dovrebbe andare tutto a posto!!

Non è un buon risultato... meno di una 640...
Mi sa che hai problemi di saturazione in centrale, apri un prompt di ms-dos fai ping 192.168.100.1 e posta il risultato.
Esecuzione di Ping 192.168.100.1 con 32 byte di dati:
Risposta da 192.168.100.1: byte=32 durata=75ms TTL=255
Risposta da 192.168.100.1: byte=32 durata=125ms TTL=255
Risposta da 192.168.100.1: byte=32 durata=125ms TTL=255

puo' compromettere qualcosa la lunghezza del cavo che arriva al modem?
Il ping non è ottimo, ma dovrebbe andare bene ugualmente. Riprova a fare il test su virgilio. Il cavo non c'entra penso
