Velocità download scadente con IE

Salve a tutti!
Ho due quesiti...
-Più volte ho letto all'interno di questo forum ho letto che la volocità in download dai server veloci è da prendere come riferimento per verificare la velocità della connessione. Io ho una 4 mega con alice e da questo sito (http://korolyov.fastweb.it/debian-cd/3.1_r0/i386/) scarico a circa 460 kb/s con un download manager e a quasi 100 kb in meno con ie6, qual'è il valore che devo prendere come più veritierò?
-Inoltre volevo sapere perchè, pur usando tcp optimizer, non riesco ad alzare l'mtu da 1480 a 1492, ho un modem d-link 302t ethernet.
