come mai la telecom rilascia degli indirizzi fissi di classe A??
ha addirittura una rete di classe A??
oppure sono "fittizi"?

Sicuramente non possiede una intera classe A ma le è stata solo rivenduta parte di questa sottoclasse dal legittimo "proprietario". Ovviamente conoscendo gli IP risulta anche semplice risalire al "proprietario".

Mi sembra che in genere siano indirizzi di classe 62.X.X.X.
La classe 62 è assegnata a RIPE NCC - Europe che è l'ente per l'assegnazione degli IP in Europa.
