Non è vero, il validatore w3c valida l'html restituito dal server, sia esso di una pagina .htm oppure di una pagina dopo essere stata processata (.asp, .php, ecc.).

Quindi devo per forza metterlo on line per poter testare le pagine .asp!

Più che online, diciamo che devi poter fornire un listato HTML per cui deve poter essere raggiunto dal validatore dopo una interpretazione del server.
Di fatto poi nel 99% dei casi significa metterlo online su un server.
