Sostanzialmente, mi sembra di capire, dicono che la stessa licenza non è chiara sul significato del termine "lavori derivati".
Loro considerano i plugins e i temi come lavori derivati, per cui "incoraggiano" di mantenerne la licenza. Ma è una loro interpretazione.
Insomma non è una cosa proprio inoppugnabile. Rilasciano il software sotto una licenza ma "impongono" una loro interpretazione assolutamente opinabile.

Sempre detto io che la migliore e più chiara licenza è la wtfpl
